After experiencing the leap-forward development of wind power, the opening of the offshore wind power gate appears to be particularly prudent and steady. As early as February 2010, relevant departments issued the "Interim Measures for the Management of Offshore Wind Power Development and Construction", requiring the development and reform departments of coastal provinces, autonomous regions, and municipalities directly under the Central Government, and marine administrative departments to effectively prepare offshore wind power development plans and offshore wind power construction. Project authorization and approval work to promote the rational use of marine space resources, strengthen marine ecological environment protection, and guide the healthy and sustainable development of offshore wind power.
